Administrative Outreach Program

Schools receive partial reimbursement from Medicaid for expenses through their participation in the Administrative Outreach Program (AOP).

Eligible costs include those incurred as school personnel identify and assist students at risk for various health problems. Staff members are selected to participate in the Random Moment Time Study (RMTS) Program which is used to monitor the amount of time spent on Medicaid Administrative Outreach.

Examples of school personnel who are eligible for partial reimbursement under the Administrative Outreach Program (AOP) include:

  • Administrators
  • Counselors
  • Early Identification Personnel
  • Teacher Consultants
  • School Psychologists (certified by the Michigan Department of Education but without Michigan licensure)
